New laws proposed by the Government will change the face of local government in Haringey if they pass through Parliament.

In the Queen's Speech last week the Labour government unveiled a Bill to end compulsory competitive tendering (CCT) for council contracts.

Under CCT, provision of council services is put out to tender, and the local authority must choose the provider who promises to provide the cheapest service.

This system has been heavily criticised by many councils, who say it takes little account of the quality of service provided.

The government's new bill will replace CCT with the concept of Best Value.

This will enable councils to take into account the quality of service, the wishes of local people, and value for money when they are choosing service providers.

Haringey Council leader Cllr Toby Harris welcomed the new system. "CCT was inefficient and ineffective and I welcome its abolition," he said.

"We have already been piloting best value in a number of departments in Haringey over the last two years."

Consultation is also taking place on a draft law to overhaul the way councils take decisions. This could mean a streamlining of the system, with fewer committee meetings.
