Haringey Borough Council to discuss plans to limit 'chugger' street fundraisers in Wood Green, Muswell Hill and Crouch End

Senior councillors are to discuss plans to restrict the number of charity on-street fundraisers allowed in the borough’s high streets.

The new proposals will be considered at Haringey Borough Council’s cabinet signing meeting taking place tomorrow at 4.30pm at the Civic Centre in Wood Green.

It hopes to limit the number of ‘chuggers’ who collect direct debit donations from crowding an area.

Concerns over the issue were first raised by Crouch End Area Committee after residents complained about the hostile and at times relentless attempts at engaging passersby.

They said this caused distress to some users of the Crouch End high street and claimed it was deterring people from shopping in the area for fear of being approached time and time again.

Officers of the council have recommended that the authority enter a Site Management Agreement with the Public Fundraising Regulatory Association.

The agreement will cover the main shopping areas in Crouch End, High Road Wood Green between Turnpike Lane tube station and Wood Green tube station and Muswell Hill Broadway.

It will limit the fundraisers from working in a very specific location, only allow them to work on specific days and specify how many fundraisers can attend.

David Winskill, Liberal Democrat councillor for Crouch End, said he was glad action had been taken.

He said: “Any measure to reduce the number of ‘chuggers’ on the streets of Crouch End is to be welcomed.

"Local residents raised this as an issue that needed to be dealt with some time ago at a local committee.

"I know the Lib Dem Chair of the committee at the time raised this with the cabinet member responsible so it is good to see something has finally happened."
