Spurs head coach Andre Villas-Boas will use interest from PSG to persuade chairman Daniel Levy to back him in the transfer market.
Villas-Boas is understood to be ready to reject the French giants' approach but only if he receives assurances from Tottenham about players being brought in.
The 35-year-old has a release clause in his contract believed to be worth around £10m and should PSG activate the clause, Spurs would be relying on Villas-Boas' loyalty.
Villas-Boas is keen to stay at White Hart Lane, where he enjoys the faith placed in him by the board, but will use PSG as a bargaining ploy to ensure money is spent this summer.
David Villa, Leandro Damiao and Paulinho are currently top of Villas-Boas' wishlist.
